I have a suggestion and would like to debate about the law's in the lands of Salem.
I've been watching the development of Salem for quite a while and I am familiar with HnH.

The promise was a form of justice by summoning the criminal to deal with him (no explanation needed).
At some point this becomes a bad joke, strong people able to wall their claimstones/leantoo's in so thickly and noone can reach them.

Quick references for people who don't know what "The Legislature" is:
Government in the colonies represented an extension of the English government. Courts enforced the common law of England. The Governor's Council or the Governor's Court was a body of senior advisors to the governor. The General Assembly was elected by the enfranchised voters; by 1750, most free men could vote. In New England, the towns had annual town meetings where all free men had a voice.[1] Diplomatic affairs were handled by London, as were some trading policies.[2] The colonies handled their own affairs (and wars) with the Native Americans, but Britain handled foreign wars with France and Spain.[3]

What I would like to see is a slight reduction in imbalance between months old criminals and starting players.
I don't think I need to explain the current flaw's and that powerful people are impossible to "catch".


Suggestion:
1.A "Boston" town courthouse
Some people get harassed by very powerful players who outplay by simply spending more time on the game. These "some people" might have money to spend but no fighting skills, simply no time or just don't care about the PVP system.

- At the town courthouse, based on scents/proof, players can post bounties. (They can offer as much as they want/have).
- Some people are very good at being a criminal and very bad with leaving scents, so more people post bounties on their heads. Hence a nice fat bounty.
- Creates a game for lawful Rangers/Bountyhunters vs Bored criminals.

2. "The Office of Sheriff "
- Town's can build these buildings to receive bounties and updates.
- Let's you post criminal acts/scent's with bounties.

(Side idea)
3.Town Prison
If a justice seeker/Bounty Hunter/Ranger knocks you out and decides not to kill you on the spot, they can drag you to the town prison.
Example:
- 1 Murder a week of jailtime for that character (Don't cry most of you "trespassers" have alts)
- Theft 24 RL hours in jail.

Personal opinion on the ups and downs of these idea's.

Down sides:
- No more "facerolling" newbie camps for free.
- You have to think, one more extra time, before you stomp into someones base and take their 0 purity stuff.
- You can become more popular then a self proclaimed idol in Salem.
- Your criminal ventures can upset the entire land with all arrows pointing to your 100% purity crops.
- You have to know who you piss off.

Upsides:
- You can become more popular then a self proclaimed idol in Salem.
- Real wanted men in colonial Americana
- Some newbie justice (Yes some people will take the jobs for 15s, less but hey?)

I think it would be cooler if players worked out a bounty board themselves, rather than having it coded in the game.
Someone should teach me how to play this game.

Problem with that though is that it can get messy, be alot of work to maintain it.
Its not instant payout (bounty proof drop on corpse take to court/sherif).

Increasing bounty not instant.
Criminal pride not instant (on increasing bounty).

Also noob bountyhunters, non clique players and other fortune seekers can have a go without management.

A bounty system would be cool.
The sweat and blood shed by its people had established a strong foundation upon which the most powerful entity in the world would be built.

Newbs wouldn't have the bounty hunter skill as it would have to be a trainable skill. THEN they could hunt down criminals all they want. It is a pretty kool idea. Bounty hunter would come with special skills to help identify the criminal or something. You could say...post a bounty while the scent is still active. That would LOCK the log of criminal activity so the server can remember the criminal which allows the bounty hunter to deal with the bad man in one of a few different ways. The player should already have "The Story of Cain and Abel" as a prereq to getting Bounty Hunting. That would keep newbs out of it.

Needs a bit of balance.

1. When a scent is submitted as a bounty that scent vanishes on the map
2. Bounty scents last 1/2 as long as normal scents for tracking
3. Bounty scents have a threshold for summon (5000 silver for theft, 4000 silver for assault, 3000 silver for waste, 1000 silver for murder), if the bounty is not worth at least the amount listed then they cannot be used to summon offline players
4. Each successive scent reduces the threshold required by 100
5. Bounties "degrade" by (100 - number of evidence scents) to a minimum of 25 per day
6. Bounties may only be for one crime type (theft OR assault OR waste OR murder)
7. If a player has several bounties on their head only the most valuable is paid out upon murder
8. Killing someone while holding a bounty scent DOES NOT generate a crime

Please no NPC buildings outside of boston. My heart already sinks a little when I can magically teleport to an unchangeable city ran by computer characters in a sand box game.

No NPC. Mill doesn't have a NPC either.

You got bountyhunter skill, you can be a sherif. For example.

Good points.

However this does make it very end game like most new things.
Justice is most needed for starters and mid.

So I think bounties are player determined and they should stack.
When a wanted person keeps getting away the bounty money stays and players can still add, thus increasing the bounty.
Eventually greed can overcome a band of thugs because of the high bounties for example.

Scents dissapear but at the normal rate. But after the scents are gone, wanted remains.

The most criminally active and should be most powerful and therefor harder to get.

I think that crime should have more realistic consequences, just like the destruction players can cause.
Months of work gone in a few hours. Counter to that, months of work can make you the most wanted with thousands of silver on your head.

The idea is that players post whatever amount of silver they want to have a certain other player killed? Like a shortcut version of posting in HoB?

If you post a bounty for someone and someone else has already posted one, do they automatically get combined? I ask because we currently have no idea if one scent and another were caused by the same person.

I can see where this would cause some interesting things to happen. Raiders could kill their own alts off for extra money if the bounty gets high enough. Rangers wouldn't have to build trust that they won't kill the people they were hired to help. It would all be a little less sandbox. I'm not sure if I like that.
