There should be a % chance per day of decay for items stored offline on alt characters.

Actually an excellent idea. That way things of value would be forced to be in the accessible physical world rather than in a non-accessible safe-house.

Edit:
It is actually a brilliant idea. It really solves the alt storing issue at a small cost of realism.

Instead of 1 purse with 7500s on single alt I will have few alts and 100s on each inventory slot?
Awesome idea

No. 1s on each slot.
I use to have a toolkit on me whenever I log out, would not be nice to wake up with my tools gone. Won't work for nomads. If that would be solved, it would be indeed brilliant however. The silver would be probably still possible to altvault - in an equipped purse.

If it like 10% chance per X hours for each slot to have its content decayed (not regular clothes though), then on average, it wouldn't matter if you stored it in many slots or in just 1 slot. Reason why it wouldn't matter on average, is because the chance to decay in one slot is independent of other slots.

I don't even use alt storage and I don't like the idea. I do however put a few important things on my character when I log out, just in case when I log on I've been raided and destroyed. My seed bags, some iron, my tools and anti-venom.

That's the whole point. Why should a simple logout give your character a such godly defensive power? Your personal claims don't get a such godly defensive power whenever you logout. The question is what powers it should have and to prevent alt abuse, I suggest only your character's life, equipped clothes, equipped tools and equipped keys (but not moneypurse) should be protected when you logout. Currently metal chests are pointless due to their low soak and the viability of alt storage; if the modified suggestion were to be implemented and soak of metal chest increased, we would have a viable way to store things inside the persistant and accessible game.

Edit: Furthermore, if alt storage is nerfed heavily enough, then people would consider paying small fees to store their valuable items at trusted player-made safehouses.

The character should stay in game after log out and be killable. It should put up a fight with AI control. Also murder should be allowed in Boston to avoid people going there before log out. That way this game would be more hard core. Alt vaulting would be less meaningfull.

I am strongly certain that you are being sarcastic, but the idea of a character staying in game after logout and be killable would work if the defences were far stronger and strong defences were easy to obtain. However, since Jorbtar have already spoken out against ram-like mechanics such as in H&H, I don't see it happening. The alt nerf suggestion would though be feasible.
