Life Preservers / flotation devices.
Beginnings
Early humans may have used inflated skins or sealed gourds to assist in crossing rivers. In the 16th century, Leonardo da Vinci sketched a diving suit and lifebelt. It wasn't until lifesaving services began to form, however, that the issue of safety was taken seriously. Norwegian seamen were the first to build life-preserving devices, using blocks of wood or cork-stuffed vests. An 1808 issue of the Universal Magazine, Volume 10, contains a letter from W.H. Mallison trying to gain support for his invention, the Seaman's Friend, but it was not adopted.
Maybe, if we could construct some kind of thing, like dry deers hide x2, Dry boards x2, you could construct a Flotation buoy which reduces phlegm cost by 50% when swimming. It decays over time when swimming and is worn in the belt slot.
