Yeah, but nobody would put silver in just for nobodies. Only actual criminals or people generally hated would get a decent pot. No one would hunt down someone that has a 100 silver bounty or whatever, best case scenario for the poster maker is that they happen to be murdered and some silver ends up in the murderer's mail box/bank* and they wonder where they got it. There also shouldn't be much info given on the poster. You just get a written description, total money, and can hold crime evidence if there is any. (This is assuming tracking will be redone so it dosen't suck) To determine people that didn't do crimes, you would have to have them memorized and you attune the person to the poster.
I wouldn't want it to even clump together posters that have the same bountee (The one who makes the poster being the bountyer), but since you can check if evidence is the same perpetrator, it wouldn't make much sense not to.
You should also be able to add to the description if you added money to the bounty.
I know it sounds sort of silly getting instant silver without recognizing the bountee, ecspecially to H&H veterans, but salem aims to be more of a "real MMO" so cutting some corners for the sake of game mechanics is better imo.
*The mailman/banker should have a message that only people that have anything in the post office/bank can see so it isn't until a month later that they realize they got some silver.
