Burials and skeletons.

Some if not all of Murder being a Crime that is a big one that is highly punished is because it takes away peoples work, the stats they built up. What if part of the scent time, or some of the severity the punishment might be reduced by electing to bury your victim properly? It would still be bad, and maybe even get you killed, possibly, but I was thinking some form of incentive towards burial for people other than the victim ought to exist, and maybe even for the murderer.

Also in general, provide some incentive towards burying all the dead bodies in town. Maybe a faith and wisdom, or a small silver reward for helping the Priest by bringing him a body, or what have you. If that's not appropriate, make them actually decay after a certain time to simulate the NPC's giving the player a reasonable period for their heir to collect any goods, and have it just finally decay/disappear. The first has player involvement. As it is you get nothing for expending materials on burial for someone else.

But I also like the idea of a murderer or criminal paying his dues/restitution that can potentially make things easier for them.

I like all these ideas really. Covering up a murder could be pretty cool, but someone would have to be done so as it doesn't become OP. Maybe whenever that player does another crime it also leaves scents to the hiding place where the body could be dug up.

Make being around a dead body for too long increase insanity and burying one decrease insanity. Then all the people complaining about insanity can be put to work burying the dead.

I also thought of that, although it would possibly be out of hand, at first, like it is now. Which is fine. We shouldn't have let it get that bad in the first place and it would be a painful object lesson to keep things clean.

I like this idea, but i don't think the murderer should be rewarded for it, if anything if should only deal with insanity.

Alternatively:
Murderers gain slightly more passive madness if they haven't buried their victims, the more victims the higher the passive madness, (or maybe some type of 'Guilt' debuff) and burying them will remove that guilt from their 'conscience.'

If the body is recovered by someone else, and returned to the church for proper burial, the victim would gain a bonus when inheriting, and the one who turned the remains in would get silver or other type of reward.

Edit: Also, maybe players who turn in remains of murdered players could have a lower passive madness gain, i dunno how to prevent that mechanic from being abused (Maybe the dead player had to be above a certain bile/scalp score to count?), but it would be kinda cool.

Or that. That was another idea. You aren't getting a reward so much as avoiding a "penalty". My thought was a longer or worse scent, but insanity works too. Maybe a fair amount if you just walk by the bones, passive until you bury it even if you take it into the woods and forget about it? Something.
