Given its low hitpoints and general low entry point on the tech tree, I think I'm ok with this. If one bothers you, you can always smash it in a few swings anyway. However, decay always comes as a shock to most new players.

They used to I think, or they could have been hit once or twice

Edit: keep in mind the decay system, it may have gotten lucky and missed alot of ticks in a row

well theres been one outside my land for the entire time I been playing I finally destroyed it the other day but it was there for over a month no way it got lucky and missed all those decay ticks

The more an area is loaded and the longer it says loaded the more decay there is, so if the area is not very active then there is not much decay.
