if boston didnt exist, you would get local newbies foraging for the local power. as it is, doesnt matter where the newbies are in relation to the large town :(

I happen to have a superb idea that you may like about this. And the reason for you to want them to settle nearby is a 3 letter word and it starts with "t" and ends with "ax". TAX!. Owning a town would allow you to setup a tax on nearby claims (This idea will be developed in section Towns & Claims in a upcoming post). Thus you would receive money from said noob and that is with your legs crossed on top of your desk, how nice heh?

Now the noob could refuse the tax on his claiming stone, but then I would suggest you go full tilt with your idea. :D
