Tobacco should in addition to the chance of reducing madness also reduce insanity, where the amount lowered depends on the tobacco tier.
I mean, I much rather puff a pipe of smoke than waste my inspiration on studying random inspirationals that I didn't put proper thought into studying for the next proficiency level or skill during the sessions where I put in that major effort on some base project or whatnot (I hate to take breaks before I'm done with a project). And personally tobacco is not going to be something I myself cultivate much based on the madness alone. The tobacco itself promotes the creation and use of an affluence set which would end up giving me access to the Hookah anyway for that quick madness reduction for the odd times I couldn't just wait 8 hours sleeping with the teddy. The only logical use I can think of that someone who have reached the point where they are able to cultivate tobacco is to sell it in their stalls for noobs to buy. So I feel this change is very much desirable.
