in town there will be a bulletin board or wall for posting ads for just about anything.

a flyer would cost 50 silver to buy.
for every hour your flyer is up 10% tax until taken down.
taxes would be linked to the bank direct withdraw from the users account.

scoreboards for the flyers popularity would cost commercializing fees to keep the public interested and the bankers happy.
