If that's the case, it should be a relatively simple addon to create a little field that says "Buying for a friend? Just enter their account name here:" and it would link them to the appropriate userid store page. Yeah, it's kinda handholdy, but at the same time it makes it clear to all who go through the store that you can buy for friends.
I reckon the system we have now is kind of a placeholder as it's not very secure (and easy to trick nubs by just sending them your store link). But I will forward this idea to our Online Services team.
