Yes and I am long enough to know that those immature people posting or spamming in other than HoB sections will get punishments:)
In time people will learn how to use reputation in right way and those who won't will be on vacations

i think ive once heard Moo mentioning about adding "up" and "down" (for +1/-1 thing) feature when they do forum updates, but meh, cant find the quote.

As far as overall forum rep, I know more than a few large forums with this. Given enough people, Dallane and his crew couldn't vote enough times without alts to really hurt someone's rep if proper rules are put in place. (Given more than a few of them would have negative enough rep their vote wouldn't even count....) And yeah, some of those forums will ban a player based on the votes, but there is usually a history there to go with it and final say is up to the moderation team.

Down and up voting should both be implemented, however not as a tool for guiding mod decision making.

We should all have the option of ignoring posts made by forum accounts holding a certain negative rating and below. This option should be on by default. We should also be allowed to add accounts to a list of exceptions, so their posts are still visible to us (individually). Also forum accounts with a rating below a certain threshold should have their voting options revoked.
