Steel was not really used. Hunters may have tried it but it was, still is to a certain point, not considered preferable. Steel was expensive as hell in the past as well which made lead even better of a choice. I can shoot you with a lead ball, carve it out of your body, and reform it. I can't do that with steel very easily. Steel is also useful as cartridges but that was not exactly in play for muzzle-loading. Even then some people prefer brass cartridges. (Easier to expand when loading and reloading.)
I'm still waiting for a blunderbuss to fire forks and spoons at other folk. Recycling at its best! Might even throw in a few sticks for good measure.
