If you care to math:
25% of 10 is 2.5
25% of 200 is 50
Doesn't look like a musket has the same effect on everyone.
Since you eventually start hitting for more than 50 muskets aren't really that good when you are high up.
Also because the shot is a percentage: on a 200 biles the first does 50, the second does 38 and the third 28.
To recap:
You don't need to be high up to use it.
It is a lot more convenient if you are not high up.
It is practically useless if you use it on someone that is way lower than you on biles.
The hit is based on the max blood, not the current blood.
It makes it easier to catch a target due to the snare effect.
High up is also rather subjective here. There is much more to pvp than raw biles. I'd say being able to organize a big group of players is a form of winning on its own. Biles isn't all that matters.
Guns are a tool useful to just about any group. This definitely includes less powerful groups too but they are by no means the only ones.
