I don't think there's any way to mass zerg recruit safely, with or without any of the suggestions in this thread. Facing the facts here, each and every single one of them can and will screw up and hurt you in some small way accidentally at the very least. Malicious individuals can exploit these benign mistakes for maximum sustained damage. At the very least, they will always be a source of critical information that can be used against you.
Primarily what I want is some degree of control over who and what is going on in a town so that everything doesn't immediately fall apart because a new guy got a key.
