In the old system a homestead was not needed to log off. I had an alt-vault character in Providence still with initial biles but full inventory of rare drops. I am pretty certain this character never created a homestead and likely had never ventured out of Providence. My last play time would have been around May 2014.
I am a casual player. The characters are not very valuable. But it would have been very annoying to have them all die just for logging in and logging out.
