Or different uses for rocks.
I'm sure I've mentioned it before, but stone bows, or bullet - shooting crossbows. Uses the widely available rock, useful for shooting small animals but not bigger things (like players).

Or you could let people shoot musket balls/dross.

(The former more useful if/when we can make our own musket balls, which has issues even if it was historically easy enough to do them that people frequently made a lot of them and fast, on their own.)

If you used musket balls, they would clearly not in anyway resemble what a musket could do, in any event, since that requires a much more expensive skill, weapon, and powder.

A slingshot requires some sticks, and fiber.
