Perennial Philosophy Bug???

Hey... so... I've read a bit on the difficulty of leveling up Perennial Philosophy... I've capped it quite a few times and it seems like it doesn't advance a level every time I click it... if I have multiple Proficiencies maxed out and level them all up, the only time it seems to advance is if I click it specifically. Then it advances a level while advancing everything else that is maxed... if I click on any of the other Proficiencies all maxed advance a level EXCEPT Perennial Philosophy... Is this normal? What gives?

Yes this is normal...

Perennial Philosophy is still leveled at a pace of one point at a time, and never increases as a side effect of levling another proficiency.
