Hi guys I have a problem. When my friend want to go on this site he has ERROR 404 not found. Please help!

What DNS does he use?
Make him issue ipconfig /all command to see that information.
Can he access this forum via the following link:

http://194.237.239.121/

Only thing I can think of is if either he mistyped the URL or he lives in a country where there is government censorship of the internet (if the latter, would using an anonymous proxy work maybe?)

It should unless that anonymous proxy is blocked, too. The only country I know of that does this is China.

There's also a command through ipconfig can also flush the DNS cache (ipconfig /flushdns), which may resolve the issue, or the issue may be with the DNS server used. There may be alternative DNS's out there, but they may cause latency when trying to access websites and such until the URL/IP address is cached locally.
