Atrocious frame-rates in "Boston"

I don't think this is a new issue, but I wasn't able to easily find a thread about this.
Whenever I port to Boston, I suffer from an atrociously bad frame-rate until I manage to walk away from the buildings, at which point things normalize again. "Atrociously bad" = ~0.5 FPS if I'm lucky.
In the wilds, I suffer no such problems, although after building a few drying frames at my encampment I would periodically experience similar drops in frame rate when returning from foraging.
My computer is a laptop with an Intel GMA 965 chipset for its graphics card. I know that there are some problems with this graphics card, but it hasn't caused any crashes, just atrociously bad frame-rates when in Boston, or possibly when around any large group of buildings.
Besides "buy a new computer", is there anything I can do to ameliorate the problem?
