With them swapping around skill levels you may just be missing a "new" skill that was added to it....I have had stuff already and then all of the sudden I could not use them anymore - turned up it was the devs monkeying with the skills that added an additional skill here or there before you could use your old skill again - annoying but quickly fixed by more studying.
