I can't plant a 20% upkeep field with a stack of 10 seeds. But i can plant it with a stack of 100 and then 90 remains. That means it only took 10 seeds but i still couldn't plant it with a stack of 10 seeds

Yeah, the upkeep most likely wasnt 20% but like 20.3% or something, so it takes a few more seeds.

A 20% upkeep field requires 9 seeds, not 10 (for things other than cabbage)!

Otherwise yes, that's the way it is and has been, wouldn't mind to have this fixed though.
