Problem with Plantation Management: Tending Fields

I've seen no one mention this issue, so I'm going to assume I'm making a silly mistake:

I've recent acquired plantation management. With an iron hoe, I tended a few fields and noted that the upkeep did not reduce whatsoever and remained at 50%. I made certain that the tending action had completed on these fields and verified that the "tend" option no longer appeared when I clicked on them. These fields were in stage 1 of cotton. Uncertain if it makes a difference, but I had planted the crops before acquiring plantation management. I harvested one of the fields to see if it would magically reduce afterward, but this did not happen. If anyone has some guidance, I'd greatly appreciate it. Thanks!

It only reduces the minimum possible value that has to be kept up by an upkeep lowering fertilizer

Thank you for the response, but I'm having trouble understanding what you mean. Are you saying that the upkeep of the field will not go below 50%, but tending instead reduces the amount of wood choppings I need to keep the upkeep at 50%? Thanks for clarification..

I had thought that plantation management would reduce the upkeep of a field to 25% and would therefore be very useful for planting tobacco due to the low seed yield return. I guess I am mistaken?...

Wait, wait, I see! I understand! I just replanted the field and used more wood choppings and was able to reduce the upkeep below 50%. Thank you for the help!!
