Can't use raw crab meat as bait

As said, I can cook it into cooked crab meat, and that's fine, but I can't use it raw. I assumed I would be able to since I can use raw fish cuts.

Yeah, the raw oyster meat doesn't work either. (I'm just being precise because it's obvious that oysters with their shell must not be a bait.)
