In Windows, when something breaks, restoring to an old restore point should be the first thing you try. It will resolve all kinds of problems without having to backtrace what you might have done or updates that were installed. (pro tip: When making changes to settings, it's good to write down what you did so if something breaks, you know what you did and can fix or not do it later.)
I don't know what version of Windows you're using, but Win 98 through Win 7 are tied in various degrees to IE. If it breaks, networking can completely fail.
