Gfx cards under utilized

Hey all, I have a i7 4790k 32gbddr3 and 2 amd r9 280x's oced to 1080mhz. I'm getting like 30-40 fps with like 20 percent utilization on first card and idle on second. Cpu is at 10%.

The problem is my gpu is running at 500mhz because of amd's power save function that you cannot change. It will change automatically when a load is encountered. This leads to a lot of stutter.

I was curious if anyone else had any suggestions to increase gfx utilization.
