In general, many of the graphics are served up as needed. Once the resources are downloaded, they are cached for future use and won't need to be downloaded unless they are updated. Sometimes it can take a while for specific graphics to load, so any textures or icons do show up like this. On a slow or poor internet connection, it can take several minutes for a scene to fully load if everything is being loaded for the first time.
Now, as Nikixos points out, that is one possibility. Clearing Salem from the Java cache and downloading again may fix this. Unfortunately, Java's downloading system doesn't have any way to ensure a complete and accurate download. It could be a network issue preventing a proper download. Salem uses ports TCP 1871 and UDP 1870. Make sure these are open in any firewalls.
It could be a graphics issue. Make sure drivers are up to date.
