I've found it always works when in water after the 3rd one, and doesn't really seem to work when not in water. Perhaps it was just bad observations and anecdotal evidence, but I do remember reading somewhere to do it like that and all my issues with it since have been non-existant. To the point where i was shamelessly foraging with level 4 madness after marp events and had like 5 britches in inventory as they kept replacing one another

it works well without water you can take off this leaf after 3 times of resisting and throw it anywhere
