Random proficiency decrease

Been whitling some sticks and all of a sudden after every crafted stick my Hammer and Nail went down by one (38 to 33), however the points required to raise it back one level is actually stuck at 3800. What? After studying something and reseting the learned points it jumped back to 3300. I dont know what's going on but the only *new* and unusual thing that i noticed was the Timber Terror Fetish equipped in my hand.

You have at least 1 madness and have a timber terror in your inventory or equipped (you can drop it).

Where does the timber terror come from? and what happened here? it picked a random proficiency or does it depend on what you're crafting? and it decreases the related proficiency?

Just decreases Hammer and Nail.
It got there because you were suffering from Madness.
