Tea raid

Just found that tea restores biles even under crime debuff and in fight. Bug or not?

Fully intended for Combat.
Balanced so that a 300 Stat character can get back into brazier fire twice as fast than if he were at max crime distance. We will be monitoring closely to see if it is OP or not. As it does require 10 full stacks of Black Bile Tea, and an additional gulp every 15 minutes, to keep that up.
