There's a couple of possible things that could be blocking this. Knowing what the exact error message is would be helpful. If you're using a non-English language version of Windows (or Mac OSX), copy/paste the text instead of a screen shot (easier to run through a translator).
In general, check what security software your running. Salem is a legitimate program (not going to say safe because anything can get hacked), so temporarily disabling any security software to see if it's running is the first step. If it still fails, you may have something in your Internet Options (under control panel or through Internet Explorer on Windows) that isn't allowing Salem to run. Finally, there could be a security block in Java itself. (Given the error message given, I think it's one of the first two.)
