That;s not a bad idea actually. However I do see the pitfalls of more moderation being required. Maybe there could be a spin on it though. If you up the payment requirement then you make it more accessible to the factions that have the power to do the things that people complain about being unaware of. It doesn't need to be accessible to someone who can grind Indian charms for an hour, but to the groups who can pay for and enforce the "laws" that the mechanics of Salem allow for, whether it be YGM days, Treaties, Claeyt trying to warn every noob about every danger, or 5 years from now when a new faction comes into power forbidding pants.

General idea is making it a high tier device for factions to make announcements in game, but pricey enough so that people aren't filling it with penises.

Maybe like a town crier? I don't know. Hopefully that makes sense though.

Or people could just read the forums. It's their own fault for not keeping up with the game.

Yeah. It really should just come down to that. The crier would only be interesting if there was more than one faction per server and I don't have patience for people that become active on the forums AFTER they spent days ***** because they died to something completely avoidable. Which is all the people who have died the last two weeks.
