New players are more than welcome, and you will find a lot of helpful players.
However:

And, Are new players even welcome at all?

After lurking you probably noticed that there aren't too many threads like this?
And yes, people are welcome.

New players are always welcome. If just recommend reading up on the politics of the servers, how to play, make connections going in and decide if you want to be the peaceful law abiding citizen and not be bothered (barring pissing off the major factions of course), or if you want be the raider and see how long you can go before you're caught. Do whatever best suits your play style. Just be ready, salem is not for the faint of heart (edit: especially the forums ¦] )

If you act like JJ did than you will be treated like he was, but if you are genuine and a decent person this will not at all happen and you will be welcomed with open arms. Especially if you follow the server rules of the server you join.

Roanoke: Don't commit any crimes
Plymouth: Pay the Treaty
Jamestown: Make more than 10 braziers

No, this is an accurate representation of the way retarded players are 'welcomed' to the game.
Yes, you are welcome provided you are not retarded. Should you feel the need to comment on the political landscape of the server and criticize the powers at be then save yourself the time and dont' play.

This is the best advice for a new player on these forums for a loooong time. Be nice, build, and understand who your neighbors and server mates are.

Someone who pays the Treaty is not allowed to commit crimes against Treaty Payers. Now should a Treaty Payer commit a crime against a NON-Treaty payer then that isn't really a crime now is it? They are simply enacting justice against a proven criminal (non treaty payer). Now of course any action that would trigger the game to leave a scent must be registered with the Tribe and must be confirmed to be against a non-treaty payer base. Should you fail to take these precautions it is possible that a Treaty Payer could find themselves in trouble if they did infact harm another Treaty Payer.

Does that mean The Tribe knows where all the bases of their Treaty Payers are and can confirm/decline if a potential target is OK to rob? After all, a person would not know the name of someone just by finding his base.
