I have like 8 people listed with some people owning multiple plots that i didn't know who owned what.

You have 8 names listed yes, but you also have 7 blank spaces with a note below the picture saying those spaces were left blank to protect the IDs of people living in them. That's 15. Beyond that, you have 4 spaces listed as Germans and in a note you comment that there are 'too many of them living in those plots to list individually', so we have, what, at least 7 more there? Then there's the 4 spaces listed as 'New Guy' which were likely inhabited by people who's names you hadn't learned yet rather than being uninhabited. So, even being conservative on the numbers you listed, there were 26 people living in that base. Probably more.
