To get people to stick around you need content yes, but salem actually has a fair bit of early game content that is easily accessible. It is midgame onwards that lacks any really rewarding new content, though this is being addressed by the devs.
The problem is new players are not reaching the midgame. They're leaving before their first week is up
In the end, you're looking at a failing game. The numbers speak for themselves and Salem is down to a few diehards and the odd curious nublet who quits after a few days. Where it has failed has come up numerous times in the suggestions section of the forum, or in the reviews and remarks of quitting players. Most of these players were trolled for their ideas/remarks and no longer bother.
A good game is one where, with skill, you can win, even if it is a slim chance. A bad game is one where you will lose every time.
And on that note, I'm out. I'm the last of my group to leave (originally about 8 of us) and will be the first to return once many of the issues with Salem are resolved.
