You're making the statement that 'each point of phlegm is equally useful'. Meaning you are denying that there is, in fact, a diminishing return. You then falsified some statistics to support your statement:

The damage done at 100 is 31 points. Each 100 more phlegm up to 400 is not adding 1/3 of that. 13 points added between 100 and 200 is 30% more than 10. 8 points added between 300 and 400 is 20% less than 10. That's some significant error in your estimate, very rough indeed, and is clearly visible if you had shown the chart you claim to have made. I'm assuming that's why you chose not to.

Well, here's the graph, taken only to 500, which is about the highest you'll find on any server anyway. Notice how close the line is NOT to the actual graph, several points off in some cases.
