All servers are losing players due to the initial excitement of the game waring off, exams (I believe it is finales around this time), and simply people giving up because they cant handle the harshness of the game. It only stands to reason that Plymouth would have the lower players because it is an older server, thus players will always join the younger worlds in the hope they can reach the slightly lower conditions to be a top player.
Larger and more powerful factions have often called for a tax or tribute from weaker players. It helps insure loyalty and helps keeps the faction 'on top' - which is beneficial to those that are paying as they then earn protection from the highest power.
