no it isn't a bug, it is a commonly known mechanic called splash damage and the reason why everybody redesigned their bases.

Lets be fair, HnH is a great game with tons of potential and Salem is a good game with possibly even more potential. We play the game(s) and care enough so give feedback so they are doing something right, just not everything. Its not a defense, its an explanation/assessment.

"Billy decides to start a cooking business as he is the best cook. But Billy is not nearly as good of a sales/businessmen, for his business to reach its full potential he needs the help of someone with that other skill set who can help him."

I would like to propose IronicToast for Project Manager to get this game back on track. It seems like there are a lot of bugs which are not getting any focus.

No that's uh, that's a bug. You can call everyone you disagree with a ***** but that doesn't really change the truth of the matter. And you admitted to using it. I know the devs don't care and wont punish anyone over it but holy **** this game
