I just realized your times are Central Europe! Lmao. I am in the Midwest, CDT. For some reason I read yours as central my time. On another note, here will be a broad overview of the two topics:

If you just give times in GMT, then people can figure it out on their own. If they get it wrong... well, that's their fault. Also, the US starts DST a few weeks earlier than other parts of the world. (I'm sure there is a Wikipedia article describing details and even lists countries that use DST.)
