It's a permadeath game with a raiding mechanic. The tribe raids everyone, as most strong players or groups would do anyway. Does anyone really think that a large group of players in a village or whatever would play this game and not at least raid a little? Or allow members to do it as individuals?
If there was no treaty, they would quite possibly end up killing or raiding everyone at some point eventually. If the tribe didn't do rangering, trying to kill off other raiders who threaten the treaty, there would be a lot more raiders as well, so even though it's a big map, a large percentage of players would probably be attacked every couple months.
But as the tribe doesn't want to drive everyone away with indiscriminate raiding, and thought it would be interesting to give peace a chance in a game where peace is almost impossible, the treaty was instituted. People who pay it are safe from the tribe's raiding activities. People who don't, aren't. People who oppose the treaty or who try to raid without being connected to the tribe, and are thus a threat to the treaty payers, are specially targeted for killing and raiding.
Anyone who thinks the treaty is about making silver isn't thinking very hard.
