This is a very interesting idea. I like to see a server besides plymouth trying to set up a system of rule. I have a few comments and questions. I hope you can answer.

Okay, so you want a democracy ruled by a figurehead? I really don't think this particular idea will work out for you. You need a single leader, trust me on this one. If you try to have a voting democracy in a situation like this, you'll probably end up with a disorganized sort of mob rule which will quickly deteriorate and eventually you'll realize that all you do is talk and nothing ever gets done. You need a leader. There has to be a definite way to make a final decision that everyone will abide by without so much arguing and discussion that you never actually get as far as the decision. A single person, or
very small group, is best for this.

I wonder how this will work. You can leave, but you are now subject to possible raids? Or is there some way to be safe from raids while no longer being a part of the republic? Seems to me that no one could ever really leave once they join, as the location is now known, as are assets and play times. You're about to run into a problem that a certain other ruling body in Salem has encountered.

This is one of the oddest rules I have ever heard and I wonder if you thought it through. I mean really think about it. It's like you're setting up for self-destruct. Your previous rules make it clear you plan to allow any raiding on pclaims who aren't part of your group, and that you will also raid non member villages. Do you have any idea how much it takes to raid a village? It's not cheap. If no tax, you won't be waste claiming anyone. I assume that the village bells are paid by whoever owns them by whatever system they have set up... maybe you intend that individual villages raid individual villages and carry the expense themselves with no help from the rest of the republic? I suspect that won't work out. So, I wonder, how will you finance war without tax? And when you realize that you really do need a tax, will you let your own rules destroy you?

The consul has no real power and receives no tax from other members but is expected to pay money to others out of his own purse? Am I misunderstanding something?

I suggest trading only with allies and mercilessly destroying anyone who tries to underbid you, or completely free trade with no embargo at all, even for enemies. Because face it, it's too difficult to tell who an enemy is as alts are easy to come by. You either have a strangle hold on the economy, or you ... don't.
