So wait a minute,
1. The Chief says Coles surrendered, gave up scents for two recent kills that already happened, apologized in a voice recording, and gets to keep his place.
2. Then Coles denies this, says the tribe gave up on the seige, and that he never had any scents.
First off, If what the Chief says is true, this seems like very little punishment for all Coles has done to the tribe: Selling Reelak's stolen seeds, being part of the resistance, supporting Mushi. Coles has admitted that he has given up on keeping the base. It just doesn't seem right. Is he paying the treaty again? Is he Rangering for you again? You can't just let him get off scott free, can you? Especially after he's now denying that he ever surrendered.
Second, besides the scetchyness of the Chief's thread after all this, can any of us really believe that the Chief would ever agree to let Coles live and keep his place for a couple of scents, and some voice recording. A giant pile of his 5/5/5/5 Alt skeletons surrounding your waste claim just doesn't have that feel of finality for me if you haven't killed him or taken the base.
Thirdly, although this seems like a ploy by the Chief for the purpose of counter-insurgency, to lure Coles into a false sense of security and to divide the Resistance; maybe, just maybe, it's a secret deal for Coles to turn spy for the Tribe. But I mean really, after the whole Reelak betrayal, can the Tribe really ever trust Coles again.
My guess is the Tribe couldn't breach the Fort, pulled back temporarily, and will have to Townbell it, Russian style, or come back with more people and give it another go. I won't believe it until I see Coles say he surrendered in a post. I'll be looking for a screen shot of Colesie's base down to rubble.
Either way, if Coles is now back in the fold for what, the 3rd time now; or the Chief's playing counter-insurgent It's been the most exciting thing since Gingerbread Man's base got hit. Thanks for the Screen shots everybody.

As the river rolled over the cliffs, my own laughing joy was drowned out by the roaring deluge of the water. The great cataract of Darwoth's Tears fell over and over endlessly.
