I too was surprised but the cards are simply a manifestation of The Great Spirit's Will. The Tribe is simply the messenger. The Tree itself is a generalization and "guide" but there are of course exceptions to every rule. My guess is that your failure to successfully transition from Haven to Salem has somehow angered The Great Spirit and thus why one day you too shall perish. Lucky for you we know where you live and, therefore, as long as your Treaty Payment is current we will do what we can to save you. However, in the face of such foolish actions and careless risks there is only so much that a Helmet can do to protect the user.
