How does none of this make sense to you ? ok ill put it in simpleton for you.

Mayor drops summonable scent, directly into land owner's inventory if he buys a claim from land owner. Only Land owner can use this scent.
When Mayor buy claim, it takes 24 hours before the owner of the land is "FORCED OUT", and mayor can stop this, like working out agreement.

So when you want to kick somebody out of your legitimate village, they would have summonable evidence magically appear in their inventory. No thanks.

Wait, if the problem is suddenly appearing town claims, why not make it work the other way around?

It may take a while to establish the claim.
It may take a while to expand village territory over claimed land, unless the landowner allows it.

Would make sense. For the purposes of the example, we may introduce an abstract resource called "civilization".Let's say that active claims, player actions and such things generate "civilization". Such "civilization" also decrease with time, so you need to play constantly for it to increase. You then may need a certain, high amount of "civilization" to form a village and sustain it (the village itself generate some "civilization", though).
A similar system would prevent building a bell out of nowhere to take off a claim and people making villages while being alone (that is quite nonsensical). If this works well, so, we could have real villages (and the advantage given by the "love" update would make some sense).
