You haven't been misled or misinformed as to the altruism of the Chief. The issue is your presumption behind the purpose of the Treaty payment. The Chief can do what he does because payments to the Treaty are made. His claims cost silver. His town bells cost silver. His food and trades cost silver. A vagabond in a feathered hat without two bits of coin to rub together doesn't make for much of a leader when there are bills to be paid. The mechanics will not stay this way - at current, raiding is not possible which goes against one of the more crucial aspects of Salem. Without raiding, there's only a big map full of turtled hermits behind 10 layers of wall. It's only a matter of time before the devs change the system again. And when that happens the Chief will return to glory. In the meantime, there are many raiders who do not use walls. They simply wander the map, stealing and pillaging where they can, and stuffing themselves with the rewards. Walls aren't easy to make. They aren't cheap. They take time. Time that many raiders could better spend wandering and committing crimes.
Go ahead. Make your walls. But when the day comes that you leave your walls and become the target of a hit and run from some wayward soul, don't cry to the Chief to bring you justice. I haven't seen a "ranger" post in months, so chances are you'll be on your own to bring vengeance and regain any portion of your losses.
But hey, at least your base is safe. For now. Until the system is changed yet again and you are left worse than when you started because things weren't scary enough to encourage you to pay.
