When I brought this up a while ago with the devs (someone else had suggested it first, so I'm not claiming to be the originator of the idea... besides, it's as old as... city-states sieging each other), the non-committal reply I got was this. Doesn't mean it will happen now with some of the other tools in the game.

I'm not sure where are you aiming with this brilliant idea, but its more then obvious you have not thought it through really.

Some of these points were mentioned, some are obvious, but I'll list them anyway:
1.) wilderness guide - unless they get fckspawned between a rock and a hard place, your wall is obsolete as a way to get out of the city
1.b) If they get that fckspawn, rule of thumb (or any other finger) says 30 silver is much easier to make than 500
2.) without access to outer area, newbies cannot so easily make 500 silver coins. (at least not those that are not aware of point 1.) It'd take me quite some time to think of the worse ways than spending the first few weeks in a game farming hay and charms just to pay off another thug to even be able to spend more time to farm money to start playing the game properly. Therefore, hardly anyone that is not as rich to have 500s to just throw them at you will even consider paying you.
3.) relating to the point 2. with the cause-effect system in mind, your business effort might be highly demoralizing turn-off for potential new players, thus getting the unwanted attention of devs, most likely leading to devastating blow to your enterprise and probably ending it.

And those were just the economical ones. Now to the political:
1.) Chief offers protection and policing system with a scaling taxation system. Your offer almost nothing for an unreasonably high fixed price. Even to those that have thousands of spare silver there is not a single valid point why would they pay you.
2.) You proclaimed yourself ruler of those lands just like Chief did on Plymouth. With a huge difference. Apart from that pathetic wall attempt, you do not seem to exert any kind of authority, and we have yet to see anyone here to recognize it (apart from the citizens of your settlement, as that would make you a mayor and nothing more).
3.) Styling yourself as Lord of Jamestown while not having any authority inside the city itself and its area, and very little to no authority in the vast wilderness surrounding it.
4.) Asking for money in such an unimaginative and unpopular way just screams "The Beggar King", lowering the opinion of you to just about anyone who reads these forums.
