Can I check claim stone upkeep if it's not mine Claim

I want to check claim stone upkeep in one claim i know the owner is away for a long time so that i can destroy the stone and take the land for myself
can i do that check to see how much silver is left

If you can walk onto the claim and interact with stuff WITHOUT having criminal acts on, then the claim is empty of upkeep. You can then destroy the claimstone and make your own claim if you wish.
