The forums are mentioned in the starter guide, and a big forum button is shown when you create an account and when you first launch the client. I don't think there has to be another NPC for this.

Of course they can, but for those who are not aware of forums and important things in here it would be first step to learn this.

Most have, but in most games you do not need to use forums to stay alive, so people are not used to it.

I agree with Darn that there should be some in-game item or feature that emphasizes the forums.

a simple bulletin board like everquest and uo had would be good, could have two tabs one for people typing messages in game and one that is a "newsfeed" of the 5 or so most recent topics on some of the key boards. (announcements, burgesses, help etc) that when clicked on brings up your browser with the thread in question.
