Each Tribe is it's own Police Force. Generally in Sandbox games if you go it alone you are at an extreme disadvantage. It's best to work with others who have common goals. If you are looking for a tax system that's simple to implement. You can find out how much you pay a month for your claimed area and a 3rd party can charge you a tax based off that for protection (it's how I would do it), or really whatever they want, and you can agree to these amount or disagree and find someone else, that's up to you. The tribe can also offer land connected to them for a rental price/protection price.

Have iron elements affect braziers. Lead raises life total, sulphur raises dmg output etc. the way I see it things are close to being balanced, home defenses just need a boost.

The way I see it this will probably happen in the future. As server populations increase we will see an increase in the number of large factions (more than the 2 we have now). These factions will likely consist of more than one village, and will probably claim an area to call their own and the allow others to develop the country in return for some kind of tax, as this system progresses factions are going to start enforcing their own laws, and a feudal system like we see in most sandbox's will emerge.
