But why dont the braziers shoot since its all covered by a town claim? I thought all claims would be under the town crime umbrella? Or is town claims more useless than I think?

There is absolutely no good reason to use a town-claim over a p-claim at the moment (there are other ways to prevent townbelling than having one yourself). One more reason that the Fortress of Fail is comical.
