well you need 400+ phlegm to survive after coming out of a whale, and i would call a 400+ phlegm character important as he can bash brick almost.

With long distance swimming and full tea buff AND being slightly overweight (+20-30% over your capacity) you're only lose about 0,1-0,2 phlegm per 10 tiles. Not being overweight you don't lose phlegm at all. So idk how does anyone manage to get any problems getting to the shore, unless it is your very first whale and you came unprepared.
